Found replacement part for Quad NPN transistor on Scoutfly

Both parts on this page are NPN/PNP...they have two of each, not 4 NPN.

All the quad NPN transistors I can find (in a SOIC-16 package) are end of life/obsolete. Digikey/Mouser don't carry any at all (all 0 stock). We might need to switch packages completely, and roll this change into Scoutfly v1.2 - we DO have some of the old SOIC-16 part in stock for v1.1 prototyping.

created new BC817DS dual NPN part in kwoo library. used existing TSOP 6 package after verifying dimensions against datasheet. replaced quad NPN (MMPQ3904) with two dual NPNs in the BOM circuit. changes have been committed.
